$1.4 billion ConRAC project streamlines passenger access and advances sustainable airport design

The world’s largest consolidated rental car center is now welcoming travelers at Los Angeles International Airport, marking a major milestone in the airport’s multibillion-dollar modernization strategy.

The new LAX Consolidated Rent-A-Car Facility (ConRAC), which began serving its first guests in late 2024, is a central component of the $5.7 billion Landside Access Modernization Program (LAMP). The initiative is designed to reduce congestion, improve passenger mobility and enhance operational efficiency across one of the world’s busiest airports.

Jacobs played a key role in delivering the record-breaking facility, providing program and construction management services to Los Angeles World Airports (LAWA) since 2017.


A Centralized Hub for Rental Car Operations

Valued at $1.4 billion, the ConRAC consolidates all rental car companies serving LAX into a single, purpose-built facility.

Once fully integrated with the Automated People Mover (APM) system, the facility will connect passengers directly to the airport’s Central Terminal Area. The rail link is expected to significantly reduce road congestion and improve travel times for millions of passengers annually.

Jacobs supported procurement, design and construction phases, leveraging expertise in public-private partnership (P3) delivery. The team developed technical requirements for the design-build-finance-operate-maintain (DBFOM) model and led evaluations of Statements of Qualifications and technical proposals to ensure compliance and quality standards.


Delivering Major Cost Savings

During the project lifecycle, Jacobs identified more than $100 million in cost savings, including:

  • $29 million through optimized foundation design improvements
  • $83 million in soft cost reductions via a lean staffing strategy that cut planned labor hours by 53%
  • Up to 40% savings in capital and operational costs through an asset management program

These efficiencies contributed to delivering one of the most complex aviation infrastructure projects in the United States on a cost-conscious basis.


Sustainability at the Core

The LAX Consolidated Rent-A-Car Facility achieved LEED Gold certification, reflecting a strong sustainability focus.

Jacobs advised on energy efficiency, emissions reduction and waste management strategies, while also supporting circular resource practices such as water reuse and material recycling.

The team resolved complex fire code requirements to enable the installation of 98 fuel pumps in the quick turnaround building and translated high-level performance-based P3 requirements into executable construction plans.


Part of a Larger Modernization Vision

The ConRAC is a flagship project within LAMP and broader Phase I Capital Improvement Program (CIP) efforts aimed at terminal upgrades, congestion relief and improved airfield safety at LAX.

Jacobs’ work at Los Angeles International Airport reflects its broader infrastructure presence across California, where the company supports large-scale transportation and civic programs.

As passenger volumes continue to grow, the LAX Consolidated Rent-A-Car Facility represents a major step forward in improving mobility, sustainability and the overall airport experience for travelers in Southern California.
